Conservative economist suggests U.S. Census ask about criminal records

The U.S. Census Bureau should ask about survey-takers' criminal records to help policymakers address weaknesses in the judicial system and rehabilitation, an economist at a conservative think-tank plans to tell lawmakers on Wednesday.
