Pennsylvania governor says state won't use tax dollars to restart refinery

Pennsylvania Governor Tom Wolf, a Democrat, said on Wednesday that he did not support using taxpayer dollars to help save the Philadelphia Energy Solutions refinery complex from permanently closing.
